Sandhills Center issues Request for Proposals for Child & Adolescent Treatment services

Sandhills Center is requesting proposals from for-profit and not-for-profit providers in good standing with the LME-MCO, the NC Department of Health and Human Services and all applicable oversight entities, to provide Child and Adolescent Day Treatment services to members who reside in the catchment area, or whose Medicaid is linked to one of the counties in the Sandhills Center region. The facility or facilities must be located in one of the following counties in the Sandhills Center catchment area: Anson, Harnett, Hoke, Lee, Montgomery, Moore and/or Randolph counties. If selected through this Request for Proposals (RFP) process, the Day Treatment facility must already be licensed by the North Carolina Division of Health Service Regulation or eligible/in process of obtaining a 27G.1400 or 27G.3700 license. National accreditation is required for this service; therefore, the provider must already be accredited for children and adolescent day treatment with at least one of the designated accrediting agencies or in process of achieving national accreditation.


Day Treatment is a structured treatment service, in a licensed facility for children or adolescents and their families, that builds on strengths and addresses identified needs. This medically necessary service directly addresses the beneficiary’s diagnostic and clinical needs, which are evidenced by the presence of a diagnosable mental, behavioral, or emotional disturbance (as defined by the DSM-5, or any subsequent editions of this reference material), with symptoms and effects documented in a comprehensive clinical assessment and the PCP.

Day Treatment implements developmentally appropriate direct preventive and therapeutic interventions to accomplish the goals of the Person-Centered Plan, as related to the mental health or substance use disorder diagnosis. These interventions include, but are not limited to, the following: development of skills and replacement behaviors which can be practiced, applied, and continually addressed with treatment staff in a therapeutic and educational environment; monitoring of psychiatric symptoms in coordination with the appropriate medical care provider; identification and self-management of symptoms or behaviors; development or improvement of social and relational skills; enhancement of communication and problem-solving skills; relapse prevention and disease management strategies; individual, group and family counseling; provision of strengths-based positive behavior supports; and Psycho-education, and training of family, unpaid caregivers, or others who have a legitimate role in addressing the needs identified in the PCP.


For the purposes of this RFP, the population encompasses eligible child and adolescent members who reside in the catchment area or, if a Medicaid beneficiary, their Medicaid is linked to one of the counties in the Sandhills Center catchment area. Children are defined as individuals 5 to 17 years of age (20 or younger for those who are eligible for Medicaid). Day Treatment must address the age, behavior and developmental functioning of each beneficiary to ensure safety, health and appropriate treatment interventions within the program milieu.

Due to the COVID-19 pandemic, Question and Answer Conferences will be conducted via teleconference. Teleconference login information will be made available by May 21, 2021, via the Sandhills Center website. Attendance at the Question and Answer Conferences is not required but encouraged. The purpose of the Q&A sessions is to answer questions potential applicants may have regarding completion of the proposal, services, time requirements, etc.

Conference A: May 24, 2021, at 11:00 a.m.

Conference B: May 25, 2021, at 11:00 a.m.

Minutes will be taken at the Q&A sessions and will be mailed to all potential applicants who have requested a copy of the RFP in writing from Sandhills Center.

Only those parties submitting a written request will receive a copy of the RFP document and application. Written requests must be received by 5:00 p.m. on May 26, 2021.
