FY 2015-2016 IPRS Funding

During the recently-approved biennium budget, the North Carolina General Assembly included a provision directing the NC Division of Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH) to reduce its allocation to Local Management Entities/Managed Care Organizations (LME-MCOs) by $110,880,752 for the 2015-16 Fiscal Year, and by $152,850,133 for Fiscal Year 2016-17. The General Assembly further directed that each LME-MCO continue to provide the same level of services paid in Fiscal Year 2014-15.

Sandhills Center has received its allocation from DMH. Sandhills Center’s portion of the total Fiscal Year 2015-16 reduction is $20,451,797.

Sandhills Center has sufficient resources in fund balance to continue IPRS contracts at the current funding level. This is due to the partnership we have with you to serve consumers with the most appropriate service based on individual need, to develop innovative services to fill identified gaps, and to use alternative funding sources when available.

Sandhills Center, by way of moving funding from our fund balance to honor all current IPRS contracts, acknowledges the critical role IPRS funded services play in meeting local needs, and reinforces our commitment to continuity of services. This investment in service funding reduces the possibility of a disruption in the services received by our consumers and helps ensure our IPRS Provider Network will continue to receive funding for services provided.

Please note that, while there is sufficient funding to continue IPRS contracts at their current funding level, there is unfortunately not IPRS funding available to expand service capacity or add additional service options at this time. Sandhills Center appreciates your work on behalf of our consumers and appreciates your partnership over the years to use IPRS funding as efficiently as possible to meet identified needs. Just as our close work with you during the challenging economic times of the past few years have positioned us to meet this current challenge, we look forward to continuing our close partnership and trust that it will continue to position us well for future challenges and changes.
