Dear Service Providers:

This is a reminder concerning the accreditation requirements noted in Implementation Update #42. If your agency was enrolled with DMA to provide Community Intervention Services as of March 20, 2006, please refer to the July 31, 2008 benchmark under the Comprehensive Service Provider heading of the update: Identified provider agencies must submit evidence of official intent with one of the four accrediting agencies. This documentation must include acknowledgement from the accrediting agency on the accrediting agency's letterhead. Documentation should be submitted to the LME. Identified providers not able to meet this deadline will be required to begin addressing consumer needs by working with all LME's in the catchment area(s) in which they provide services to develop a transition plan of current consumer caseloads.

Dear Service Providers:

The below links contain Communication Bulletin #90- Provider Entry of data into the NCcareLink system and the NCcareLink Guidance Manual. DMH has partnered with the Department of Health and Human Services and the Office of Citizen Services to provide Providers and LMEs a mechanism for publicizing services offered in each catchment area through NCcareLink. By July 1, 2008 the Division is requiring all MH/DD/SAS provider agencies receiving public funding to enter their profile data into the NCcareLink system. The NCcareLink Guidance Manual (link attached) will help you navigate through the data entry process.

I am pleased to announce that Sandhills Center will host a training on “Medicaid Compliance: Creating an Ethics Compliance Program”. This training is a collaborative effort among Sandhills Center, the NC Council, and the ASO, a provider administrative service organization. There is no cost to the Provider. The instructor Ann Wilson, CPA, MBA, CFE has 20 years of experience in finance and compliance planning and can provide first hand experience regarding the expectations for compliance with Medicaid ethics requirements. The training will take place at the Dennis A. Wicker Civic Center in Sanford on July 14, 2008 from 1:00 pm – 4:00 pm. Please see the attached flyer for additional information and a registration form. Sandhills Center Provider Operations Manual for the fiscal year 08-09 is being distributed through our website (www.sandhillscenter.org). Please look for Operations Manual 08-09 under the Provider section of our website. A hard copy is available upon request.

The current Operations Manual (07-08) is also on our website. This will be removed from our website on July 1, 2008, when the 08-09 Operations Manual becomes effective.

Providers who are direct billing the following services under Sandhills Center’s Medicaid billing number should make sure that you use your NPI as the “Attending Provider NPI” when billing. If you are using Web Tools to bill services, please put the the Sandhills assigned Attending Provider number ex. SH001899 in the field: R/A Provider First Name and your NPI in the field R/A NPI#.

Please remember: The Attending Provider Number and NPI is used to identify who the dollars belong to once the payment comes to us. We will have no way to identify the provider without these numbers .

We currently have services that did not have the correct NPI that could not be linked to a provider. Sandhills NPI was used as the attending provider NPI. If you have billed using our Medicaid number without the correct attending provider NPI; Please contact us so we will know who to make payment to. Please submit to us detail information: client ID#, client name, date of service, service code, units, and dollar amount.

5/16/08 Mental Health Cost Reporting Training Session

LME Representatives and Mental Health Providers

Please see the attached memo for mental/behavioral heath providers. This memo announces the summer training for those providers who have an accounting year end of 6/30/08 through 9/30/08 who have their first cost report due this fall or early next year. Due to the number of providers who have to file the Mental Health Cost Report it is no longer practical for the Controller's Office to offer hands-on computer training. Instead the training session will consist of an overview of the application to show how the data that providers have collected goes into the Cost Report application. This is for direct enrolled providers who bill Medicaid for services themselves, not the one where the LME does the billing for the providers. Any help any of you can give me to pass the word is always greatly appreciated. The memo will tell providers about the training locations, dates, times and how to register. Providers can also go to our web site at: www.ncdhhs.gov/control/amh/amhauth.htm and click on the Mental Health Cost Report Overview Training Memo link.

I am pleased to announce that Sandhills Center will host a training on “Building Your Crisis Response System: From Operations to Implementation”.  There is no cost to the Provider.  The instructor Marty Weems, LCSW, LCAS is a clinical instructor with the Behavioral Healthcare Resource Program at the University of NC at Chapel Hill School of Social Work.  The training will take place at the Dennis A. We are approaching the end of Fiscal Year 07/08. It is very important that all billing for July 07 - June 08 has been entered for our last IPRS check-write on 6/19/08. Billing needs to occur prior to that cutoff to insure we have time for follow-up and rebilling of denials. Any services provided after June 19th will bill into the next fiscal year.

Also, please check just under “Generate New Bill” the section called “Unsubmitted Bills”. This section should not have anything in it. If you have data in it, click on the date and it will take you through the same process as “Generate New Bill” does. If you need assistance, please e-mail me at Pamg@sandhillscenter.org. I will give you a call to help you send it over.

4/22/08 REMINDER - File attachments through Carelink
Per the announcement sent March 19, 2008, providers are now expected to submit admissions, PCPs and case closure forms electronically using the on-line PCP Admission form and file attachments in Carelink. Please assure your staff complete the on-line PCP Admission form for any new admission or readmission to your program even though you may not be providing enhanced services.

The forms that may be sent as file attachments through Carelink include:

♦ Introductory PCP
♦ Complete PCP
♦ Financial form
♦ Case Closure form
♦ Service Management Authorization Cancellation form
♦ Target Population Updates; and
♦ Diagnoses Updates.

For those providers who are continuing to fax or mail this information, Sandhills Center is requesting that you immediately begin submitting the required documentation electronically.

Note: Providers delivering basic, Outpatient services that are directly billed to Medicaid by the provider and not through Sandhills Center are not required to submit this information.
