1. Child Residential providers (less than 4 beds) that received a temporary endorsement through 2/28 may receive Full endorsement or Conditional endorsement.  The conditional endorsement would extend only through 6/30/07.   The four month extension (for a total of 6 months) mirrors the current policy and provides the opportunity for the provider to be fully endorsed(reach Full endorsement status).  If during the remaining four months, it is apparent that the provider will not be successful( meet allof the requirements for full endorsement), the LME will have sufficient time to plan a transition for a child to a new residence and/or educational setting. It has been suggested that this determination be made  by 5/15.  In any case, endorsed providers must be successful at obtaining licensure and must enroll to directly bill medicaid on or before 5/1.
2.  The Divisions of Facility Services and Medical Assistance are working on licensure and enrollment applications for these Child Residential Providers .  Since it is not possible for many of these providers to directly enroll with Medicaid, the  LMEs need to continue to bill for these providers until they are directly enrolled or 5/1/07 which ever comes first.
